Stripe decline code

Network response code
61, 65
Can a retry work?
Yes, at the right time
What to do
Retry once the limit has likely reset: after a few days, or early in the next month.

What it means for a subscription payment

Stripe: "The customer has exceeded the balance, credit limit, or transaction amount limit available on their card." Network codes 61 (exceeds amount limit) and 65 (exceeds frequency limit) are the usual sources.

Note that Mastercard also uses 65 for a 3-D Secure soft decline; if Stripe reports authentication_required, treat it as that instead.

Should you retry?

Yes, later. Visa puts 61 and 65 in its retryable category. Limits reset daily or monthly, so a retry after a few days or at the start of the next billing month has a fair chance. Retrying the same day doesn't.

What to send the customer

Mention a limit without making it sound like the customer did something wrong.

How LastRetry handles it

LastRetry handles card limits like insufficient funds: a retry timed for when limits and balances are likely to have reset, plus a heads-up email.

Questions

What does card velocity exceeded mean?

The card hit a limit on amount, balance or number of transactions in a period. It usually resets after a day or a month.

Is decline code 61 a hard decline?

No. Exceeding a limit is temporary, and Visa allows retries for it within its reattempt rules.

Decline codes vary by card network, issuer and processor; the meanings here follow Stripe's documentation and common network usage. Updated October 4, 2026.
